| Latest additions - draft omnibus decision for COP10 / outcome of third meeting of the CLI |
Based on comments and input from CLI participants, Indonesia and Switzerland have prepared a revised draft omnibus decision and explanatory note.

| General Outline |
The President
of the ninth meeting of the Conference of the Parties to
the Basel Convention (COP 9), in his statement on the way
forward on the Ban Amendment (Document UNEP/CHW.9/CRP.20),
called for a process to explore means by which objectives
of the Ban Amendment might be achieved.
Based on the statement of the President
of COP 9, Switzerland and Indonesia announced their readiness
to organize a “Country-led Initiative” (CLI),
inviting key players, to discuss in an informal, dynamic,
and non-dogmatic manner those issues related to the transboundary
movements of hazardous wastes, especially to developing countries,
contrary to the overarching objective of the Ban Amendment.

| Proposed Process |
The CLI is intended to be an informal
process. Three meetings are planned which will address the
following issues:
- 1st meeting (summer 2009, in Indonesia): analyzing the
problem.
- 2nd meeting (spring 2010, in Switzerland): continuation
of this analysis and beginning to develop options and solutions.
- 3rd meeting (fall 2010 / spring 2011 in Switzerland):
formulation of recommendation for the COP 10, containing
the analysis of the problem and possible solutions, or
way forward.

be informed that the Papers 1, 2 and 3 on the Analysis of
the Problem in Developing Countries have been presented and
discussed as background papers and thought starters for formulating
the possible reasons for the transboundary movement of hazardous
wastes where environmentally sound management cannot be ensured.
They were never thought to be adopted and therefore were
neither formally nor informally endorsed nor adopted by the
participants.
